Abusive User searches and blocks Liberals to shut down accounts

If profile created for purpose of instigating the blocking of multiple people just to get their accounts suspended because user and followers oppose them politically/socially, would you consider that abusive? That is what @Trollanotor is doing, with bio of "Troll Blocker" stating "Don't knock 'em, block 'em! Send us your Liberal trolls for elimination #TCOT"
Doesn't this violate spirit of Twitter rules, not to mention 1st Amendment?
