Authorized following with public updates

Is there a way to uncheck "Protect My Updates" and have Twitter ask me to approve all users that wish to follow me? I would like to post tweets to the public without constantly getting followed by spammers. Some users have no followers and close to 1 million people following them and their public. How do these users handle this problem? Do they get special attention? I doubt the spammers are ignoring them.
