Can someone not following you see your replies??

Scenario: someone is not following me, but I am following them
Action: if I reply to one of their posts can they even see it???

Example:
Techcrunch says: Has anyone tried Twhirl?
I reply back: @Techcrunch yeah its awsome

Can he even see that if hes not following me???
