Can tweet from my SoftBank cell phone in Japan.
I register my phone number with '+' country code and no leading '0'. I then send the activation code but I keep getting "Delivery Failure". Why?

"Delivery failure" sounds like an error message from the phone company. Is it possible that your account is currently not allowed to send international sms? -
Inappropriate?I have the same problem sending SMS to non-SoftBank keitai. Since Twitter's SMS number probably isn't SoftBank, I too am unable to tweet via SMS. I think it won't work for me (and probably you) until 1) I upgrade my plan or 2) Twitter learns to recognize different cell providers and gives them an in-network number for updates.

Inappropriate?If the problem was not being able to tweet via email, that'd be great. Unfortunately, if we had Internet access, the non-Softbank SMS problem wouldn't be there in the first place.
The problem is that SoftBank users on the minimal plan can't send an SMS to a non-SoftBank number, which is what Twitter uses. So, since the minimal plan doesn't have non-SoftBank SMS support *or* Internet access, these users can't tweet at all.

Inappropriate?I'm using a pre-paid phone, and I don't have Internet access either. You should, however, be able to send an SMS to an email address. That's how I SMS with people who are not SoftBank customers.
On your text message screen try putting in the email address from TwitterMail and see if that works. Again, you don't have to have Internet access to do this. I don't.

They are on the level, but that adds one more level of insecurity...unknown sources could post all kinds of shite under your user name. Anyway I'm moving to Jaiku/FriendFeed. Jaiku has a client that really runs smoothely on the Nokia N810.

Inappropriate?I know I'm replying to an old question, but I just figured this one out. My problem was that I couldn't send sms to an international phone number because I couldn't enter the plus sign (+). I learned from the link below that, at least on my phone, I can get a plus sign by holding down the zero key (0) for one second. It worked fine and I was able to register my phone and send a test tweet. Now I wonder how much an international SMS costs.

Edit: Softbank charges 100 yen per international SMS! No more of that!
m.twitter.com is a cheaper, albeit slower, method until twitter gets a domestic sms number.
