Charles Manson fake or real could be Intimidating and bullying venerable tweeters

There is a tweeter who either is Charles Manson or not?
I suspect some tweeters would feel scared or intimidated to block @heltershelter
I notice this twitter is following many that are not following back?
Does Twitter prevent this type of fear based position for tweeter? I think the tweeters comments would suggest the twitter is seriously delusional & a risk for young minds or is actually in jail with a phone!
