Confused about DM's and sadly a new Twittterer.

Question 1: If I can send a DM to anyone following me, then why does my Send list not SHOW everyone following me, but only people I am also following? I thought it required both following and to be a follower to send a DM, but today got one from some I am following but who isn't following me.
