Creating Multiple Accounts

Is there a limit to how many accounts I can create in a certain time period? I'm setting accounts up for a non-profit organization I belong to and each of it's 24 chapters. I got about halfway through and now receive a "You can't do that right now.
Sorry, please try again later." error message when attempting to create the rest.
