Inappropriate?Yes, it is. search.twitter.com is actually Summize, Twitter recently bought Summize and has not integrated a way to let summize (which is for all intents and purposes completely separate from twitter) hear about deletions. Summize gets a notice pushed to it for every tweet, so that if someone makes a tweet, it gets indexed. There's no "de-indexing", however after a month or so (I think it's 3 months?) tweets get deleted for being old.
So yes, this is normal behavior because search.twitter.com is not integrated with twitter. -
Inappropriate?Because the "barrier to tweet" is so low, people sometimes regret posting something immediately after they posted.
Also, oftentimes people use "dm " instead of "d" when they want to send a direct message.
I believe they should be able to delete this. Even though this may seem like "rewriting history", and some people basically broadcast their entire life on Twitter, I believe they have a right to some privacy. Think about it: Web pages that don't exist anymore disappear from Google as well. -
Web pages that don't exist anymore thankfully are archived by archive.org. How else would I get to see http://web.archive.org/web/1998011420... ? -
Inappropriate?Even with Archive or DejaNews/Google News you can remove your content:

Inappropriate?Feature, so people don't try to hide possible evidence in a murder case:
