Don't include "@username" or system commands into the 140 character limit
The more people who like this idea, the more it gets noticed.

Inappropriate? One of the biggest reasons for this is because of a standardization issue. You have to remember that Twitter was at least started with SMS in mind and SMS remains one of the largest ways people use the service. While many carriers and phones support 160 characters for SMS this isn't true for all. As a result, if a total character count of more than 140 characters is allowed it could very well create issues for a lot of Twitter users.

Inappropriate?Everything after the @username or command can be 140 characters, just start counting after that point.
I’m indifferent

Inappropriate? But remember that the @username is broadcast in your tweet. If you do 140 + the username then there will be some people that will either not receive a tweet or will receive (and be charged) for 2 SMS messages for any tweet that follows this.
