Followers gone and re-following is NOT working

Not only are my followers gone but nothing happens when I follow them back!
Yesterday, I has almost 250 followers, today I have 51.
I was mutually following everyone who was following me and I had only 2 blocked spammers. I started to follow back some of the people I lost until I realized that my follower count was not changing!

I refreshed the page to make sure.

Then I went to a person's page that I had just tried to follow back... and it said I wasn't following them. =(

I know you guys are inundated with complaints but I really need you to help me fix this! This account was part of a professional association and I was planning on showing upper management the success I had achieved in communicating with our members and non-members alike through Twitter.

I'm supposed to show them TOMORROW!
HELP!!!!
