You can find your friends by going to our Find and Follow page:
https://twitter.com/invitations
Here, you can find friends by using your email address book to find out who is on Twitter.
You can also go to the side bar of your homepage and type in keywords, usernames, email addresses, or locations in the search field to find people you want to follow.
To follow someone you go to their page and click on the word Follow in a grey box thats right under their icon picture. I hope this helps

In the meantime, there are quite a number of good alternatives for User Search that might help in the meantime:
1. To search by topic, try http://search.twitter.com
2. To find friends through the address book of your webmail account, try http://twitter.com/invitations
