The @ is simply a notation, nothing different than any other tweet you would make. Simply send the response as you would by appending username with @, e.g."@username i like what you just said"

Yes, that is correct.
A more advanced topic... but even if someone is not following you, say me. I can still track my own username with the track feature. e.g. "track @thomashan" Then even if I'm not following you, if you @ me for some reason, I would still get that with the track feature.
And also as 'mdy' said below, you can always check your replies tab to see if anyone @ you.

In fact, you can pretty much track anything...
e.g.
"track @Adrienne"
"track Adrienne"
"track San Francisco"
"track narcissistic"
"track narcissism"
go wild... oh and you can also send just "tracks" or "track" and Twitter will reply back to you with all the things you are tracking, so you don't loose track (no pun intended)

I'm thinking twitter would be a good way to help create a collective stream of many different subjects like traffic updates, road conditions, locate people twittering?
Can this @ feature apply to this concept?? Or does it already???

First you would need to setup a device (either instant messenger or your phone's SMS). Log into Twitter and then go to this page http://twitter.com/devices
Once you have either IM or SMS setup, you can verify it by sending it the word "help" and it should reply you back immediately with help instruction. Let me know if you still have problem setting it up via the 'devices' page
