Inappropriate?Various ways of searching for Twitter contacts are described at People Search has been disabled:
• If you already know one friend's Twitter Username [really useful if new to Twitter].
• Twitter Advanced Search helps find people who e.g. live nearby or do similar work.
• Many other User Search alternatives [Thanks, mdy]
• Enable Twitter to search your Outlook email addresses
- somewhat roundabout, but probably worthwhile for more than (say) 50 - 100 Outlook contacts.
Michael Sallmen:
I share your reluctance to disclose any email account passwords to Twitter (or anyone else). In such cases, mdy recommends the following procedure:
• Change your gmail password to a temporary password
• Allow Twitter to search your gmail contacts
• Revert to your normal gmail password.

Thank you for the obvious workaround that I hadn't considered; that's probably what I'll do. However, I would still like to see Twitter implement my suggestions. -
Inappropriate?I did a site search on Google and added my location -- you could search by a person's name, business, etc.
Put in google search box: site:twitter.com your search criteria.
People search seems to be disabled. It's my first day on Twitter so I hope it isn't a sign of things to come! -

I tried the Google suggestion - didn't work! I got every web site that mentions "site" "twitter.com" and my keywords. I also tried the Twitterpacks wiki, which was useless. And the advanced Twitter search? Well, after trying to load for five minutes I got a page load error - twice! So it's useless too. As for using your web mail address books or finding people by email, I already have the people I know as friends. I want to make new friends.
Twitter has simply GOT to bring back the people search feature! If some spammer starts following you, just block them! That's all. I don't see what the big deal is. It certainly wasn't a problem for me or anyone I know. The Fail Whale was more of an issue than spammers!
The only way to find new people that I can think of is to raid your follower's followers. Until we get people search back, anyway. -

It appears that Twitter Advanced Search had unfortunately gone down when you tried, according to this Twitter Status post. So it may well be worth trying again in a few hours (or days?).
From your description, you may have performed your Google search incorrectly. site:twitter.com needs the colon and should include no spaces, to limit the search to finds only on the twitter.com website.
Thus a Google search for site:twitter.com location Dortmund gives me 162 hits (including some doubles) on Twitterers in my home town.
As for the old People Search: I suspect the real problem was not the actual spam, but that spammers had devised some automated ways of repeatedly interrogating People Search (to harvest Twitter for new victims) that overloaded Twitter's computers, thus awakening far more Fail Whales than necessary. -

Silly me. I thought twitter would work like Facebook and LinkedIn. I could add a list of email addresses and it would check to see if they were on twitter and give the option to invite them. Was I wrong. Enter the list and BAM an email goes out to EVERY contact in my address book (1,300 contacts). I'll be lucky if I don't get blacklisted as a spammer. All I wanted was for it to check to see if they were on twitter not spam the entire world.
Be afraid - be very afraid.

Twitter sends me the password I click on the link and then it say that "Sorry we couldn't verif that this user requested a password reset" I'm using gmail is that a problem? I have 2 other twitter accounts and they work fine but they are not gmail accounts

I did exactly that - colon, no spaces. It did not work.
I want to find people who are in the same line of work I am and reside in the same metro area that I do. I used to be able to put "public relations" and "michigan" in the people search, and I'd get a whole list of people. I did that with advanced search, and got nothing. These alternative searches just don't work as well as the basic Twitter people search.
I'd rather have a periodic Fail Whale than no people search. -
FWIW: My Google search for

resulted in 137 hits;
site:twitter.com "public relations" michigan -status
led to 105 hits. -
