how to cull public responses via twitter to a question posted on the streets?
Can new people without Twitter accounts send @replies to an update or question that I post? If so, how is this different from # + username (eg#dnc currently in use at the dem convention)?

Inappropriate?Hello. I'm afraid the answer is no -- only people with Twitter accounts are able to post updates or @replies on Twitter.
However, registration is easy and doable both via the web and the mobile phone.
The hashtags (#) are not actually recognized or used by any Twitter functionality. People are merely using the hashtag to tag tweets that belong to the same topic so they can be more easily found in Twitter Search engines. See http://hashtags.org/ for more info. -
Inappropriate?Thanks for the response. Perhaps then follow + username is the approach I should take. Read in twits FAQ page that: "If you tell a friend to send follow + your username to twitter and they don't have an account, Twitter will walk them through mobile sign up. Your friend can later go to the web and complete the sign up if they'd like, but they don't have to."
Just curious why twitter doesn't apply the same functionality to @replies? -
Inappropriate?Hm. Actually, I believe it will also work if the very first thing they do is send an @reply to the Twitter phone number.
To elaborate further on the FAQ page -- when Twitter sees that the phone number is new (not previously registered), it responds by asking for a username.
Twitter will use whatever username is sent back via sms to create a new account which is now linked to that phone. Then whatever is sent from that phone is now linked to this new account.
So technically speaking, you must have an account to post a tweet. But attempting to post a tweet for the first time will trigger the new-account signup process
Also, as the FAQ says, the new account is mobile-only, because there's no password linked to it yet. So if people later want to login via the web, they have to use the Account Completion form at http://twitter.com/account/complete
