Can I invite people by texting them, and can they then agree to follow me without setting up an account on the web? That way people can follow my updates without going through the process of creating an account and registering their phone for updates.

Inappropriate?Instead of inviting them, I suggest you ask your friends to follow you.
Assuming that your Twitter username is koesac, ask your friends to send 'follow koesac' (without quotes) via sms to Twitter's sms number.
Twitter's SMS number depends on what country you're in:
40404 if you're in the US
21212 if you're in Canada
+447624801423 if you're anywhere else in the world
