Is Twitter being localized for French?

I have a few accounts on Twitter, but I recently noticed something that was a bit odd on my @twitkit account. When I view someone's profile, instead of Twitter displaying 'about 9 hours ago' (for example), it displays 'environ 9 heures ago'. Everything else on the page remains in English - it seems that only the relative times are being localized.

I'm not sure if this is relative, but on each profile, instead of displaying 'Followers' and 'Friends' in the sidebar, it displays 'Followers_profile' and 'Friends_profile'.

It isn't an urgent issue for me, as I speak some French. I'm just curious as to why French is being shown on only this account..
