It's been a week and I cant follow anyone!
I only follow 420 ppl and for the past week I have not been able to follow anyone new.
I get this message.
"You are unable to follow more people. Please read about our following limits."
I have read about your following limits but you state that limits are based on "good standing and intention".
What gives a user good standing? What should my intentions be? All of this is a mystery and my new followers are asking to be followed back!

Inappropriate?It sounds as though you need some human intervention rather than the standard automated reply from Twitter. I suggest you submit a support request via http://twitter.com/help/ and include a link to this thread.
You should receive an automatic email acknowledgement within minutes. Twitter process support requests sequentially and usually have a backlog, so ca. 5 days may elapse before you receive a human response.1 Comment

I suggest you "Provide an update ... to your request" in the box:
- Include the URL of this thread.
- Explain how you use your account, and why you need to follow more people.

I unfollow people often. perhaps that was the problem. I just want my timeline to be readable.

"Unfollowing often" might indeed be what Twitter's spam filter regards as spam-like behaviour.
Follow spam is a big problem on Twitter, and they seem to have been trying out various automated spam detection systems. However, they sometimes catch legitimate users - which is exactly why human intervention is needed here.
