Keep getting "exceeding limit" message

For the past several days I've been getting the "Wow, that's a lot of Twittering. You've reached your updates for the hour...." message...however, I know I am not hitting the 100 per hour so I'm confused as to why this is repeatedly happening. Several other people have mentioned the same thing.
