Need simple mechanism to report racism, violence and other inappropriate content
Why doesn't Twitter have flagging of individual tweets and users? There seems to be no interest in helping users who are confronted with offensive content. This is not mentioned in the help pages, there are no negative flagging conventions, and there is no easy way to report this kind of TOS violation.
Other sites, like YouTube and Craig's List make this very simple. Here is a screen grab of YouTube's categories of flags:

Inappropriate?I believe Twitter provides the blocking mechanism (i.e., you can block other users) so you won't have to see content that you find offensive.
If enough people block a particular account, it gets flagged for review by Twitter Support and the account is suspended if appropriate.
If you encounter a spammer, you can log a spam report at http://twitter.com/help or send a direct message to the Twitter spam account at http://twitter.com/spam

this is one of the best points

Inappropriate? Thanks, mdy, all good points. If blocking acts as a signal to Twitter Support, that's not bad, but it doesn't specifically address the problem. If a user spots a highly offensive tweet, for example, he/she ought to be able to bring that directly to someone's attention immediately instead of waiting for the community to vote.

For now, I think the simplest mechanism (at least the one I prefer to use) is to send direct messages to @spam.
If you follow that account, it will automatically follow you back. Once it's following you back, you can send it direct messages.
From earlier posts in this forum by Twitter employees, it's my understanding that Twitter will not act as a mediator of content, i.e., they will not step in to judge whether or not a tweet is offensive, because they see themselves as a platform (similar to a phone company that just transmits the calls but does not screen the calls for content).
They will, however, take action when it's a spammer who is abusing the Twitter site, or if there's impersonation, or copyright violation. -
Inappropriate?Funny, I just noticed that each of these comments has the option to flag as "Inappropriate"

Haha! Yes, this is a third-party site called GetSatisfaction -- and is run by a separate company that's not affiliated with Twitter. -
Inappropriate?Yeah I agree. I am getting followed by some really dodgy people. So far Britney F'** Videos and some borderline really young girl in a pose with a link to a website that is ratemyp***y - by the way - they are spelled out in their profiles. I don't want to just block these especially the latter - I want to know that they are actually being reviewed
