New and improved nudge behavior

Before this week, it was unclear that nudging only works for accounts with devices enabled. For example, if I sent Biz a nudge hoping that he'd update his Twitter, he'd only receive it if he had a phone registered, and his phone was on. If those things weren't true, I wouldn't know Biz didn't get my nudge, and may've thought he was ignoring me. (Awww!)

In the pursuit of clarity, we've decided to display the "nudge" link only if it's possible for the person to receive it. Going forward, you will only see the nudge link on a profile if the person you'd like to nudge:

* is following you
* has a registered phone with notifications set to ON
* does not have a "sleeping" phone (some people set sleep times on phones to avoid messages during beauty sleep. Sleep time will always be honored, nudges or no!)

You can nudge and be nudged via the nudge command: that is, by sending nudge + user name (for example: nudge ev) from your phone, from the web box, or from API applications that support Twitter's SMS commands. Nudging is also possible from the profile sidebar actions via the nudge link.
