No Option For Device Updates on new user.

I just set up our friend Sarah on Twitter - http://Twitter.com/FTMSarah

She's changing her SMS plan to Unlimited and I successfully updated her cell phone information in Twitter. She's recently sent an SMS message to test and all seems to be working fine as for sending SMS to Twitter...

However, When I went to show her how to turn on notifications for the peopele whose tweets she wants sent to her phone, we ran into an issue.....

Now when I logged in as Sarah to show her how to do this... This is what happens when she tries to turn on device updates for someone else....


Do you see how it is missing the option for "Device Updates: On Of" ?

Any thoughts?
