Paying for followers?

Sean Percival is paying for followers. Although only the first ten that responded to his request, but still. This just feels dirty. Is this against the Twitter TOS? Surely Twitter looks down upon things like this?

Inappropriate?Technically this isn't against the Twitter Terms of Service, but I'm sure a ton of people look down upon it (including me).
This isn't anything new, though. Jason Calacanis was, in a way, "buying" followers. He said that if he became the #1 user on twitter, according to follower numbers, he'd give away a MacBook Air. While this is indirectly "paying" for followers, it is still rewarding them with something of monetary value. Quite a few others have also done this with little follower contests - all indirectly paying for followers.

Inappropriate?I agree that it's a bit lame, but not really a TOS violation. I think in the end, people who do this will gain followers but lose in reputation.
