Quotation marks escaped as " when Tweets viewed via Twitter Badge

Inappropriate?Ha, how ironic: when I typed the escape code for the quotation mark in the title of this bug report, it turned it into an actual quotation mark! So here's the escape code, separated by spaces:

Inappropriate?Guess what? Ampersands are doing the same thing. In the Twitter Badge, they show up like this:
