reply to updates using mobile text messages

i am new to twitter, i have a basic understanding of what its all about and how it works, but im at a loss on the finer points

okay so i get an update from someone im following on my mobile, is there a way i can send a message from my mobile for that person to receive on their mobile? i think its called "@username" but im not sure if they see it,
