Restore Acct got "Something Technically Wrong" Error

I am trying to open a new twitter account for my daughter. I tried using my email address which I don't believe I've used before. It says that it's already taken. So I tried to restore the account that it may be in. I get "Something is Technically Wrong" error and an error page.



So I tried to go through "forgot password". I entered in the email address that seems to be "already taken" and clicked "send instructions". I get redirected to the same error page (image above). I need to use this email address. So how do I resolve this?
