Track/Untrack works with phrases, sort of
I tracked "New York" some time ago, and if I type "track" then "new york" is returned as a phrase I'm tracking (and it's returned as "new york" and not "new, york" so twitter seems to recognize it as a single phrase). If I untrack "new york" then twitter responds with _You'll no longer receive updates that match '"new york"'_ but "new york" still appears as a track'd phrase.
So, while you can track a phrase using double quotes, it seems you can't untrack the same phrase.

My guess is that Twitter knows 'untrack' and 'track' are commands, so it will just accept the entire string that follows it, regardless of the number of words. But that's just my guess. 8-)

It seems to be a quote-escaping problem, twitter seems to ignore the quotes on the track request, but escape them on the untrack request, or somewhere in the internals.

Inappropriate?Yup. It is a quotes escaping problem. Just don't put quotes around the phrase and all is good.
