Inappropriate?just to me more clear. I follow user1 and user2. user1 tweets: "@user2 hey, how's it going." I never get this message. If user1 tweets: "Hey, how's it going" I will get it. My twitter username is bradk -

This solution might not apply to you since you said you follow both user1 and user2. But worth giving it a try.
If you don't already know, there's a setting at http://twitter.com/account/notifications to configure which @ replies you get. Maybe you can set that to "all" and see if you get the "@user2 hey, howz it going"
This could also be related to the "missing tweets" thread/bug that is Twitter is currently working on. Just a thought, I could be totally wrong.
Anyways, hope you get this resolved soon.
