Twitter developer best practice: Technique to extract twit user messages?

Question: What is the best, most secure way for third party developers to extract user twitter information?

a) - use RSS from http://twitter.com/statuses/user_time...
b) - use API (request username + passwd)
c) - OAuth (when ready)

Ideally OAuth [0] when ready is the ideal solution but as of the moment it does not appear to be ready. What is best solution balancing user security & feature request?
