twitter looks like 1990's website with no pictures!

my homepage is showing up completly malformed, as if it can't access any of the images or the css to format the page. i initially thought it had to do with my browser cache, so i deleted files and that didn't solve the problem. it only happens on one computer. does anyone know what causes this?
