Twitter truncated top tweet when it was less than 140 characters.

Twitter truncates top tweet even though it is 15 characters less than 140. Why is it cutting off my top tweet?

I submitted a tweet that was 15 characters less than 140, yet it cut off and did not display the full tweet in the top tweet of my Profile page. However, once it was moved to the position of the second tweet on the page, it then showed the entire tweet.

It happened when I used a long #hashtag in the tweet. This seems to have affected it.
