What happens when messages are set to 'off' during my sleep time...
It would be nice if all the messages that came in during the 'off time' would actually buffer/spool, and then when the 'on time' comes around that all the messages that came in the middle of the night could all be sent at once to 'catch up'. All of the messages that I miss in the middle of the night mean that stuff doesn't always make sense in the morning!

Inappropriate? This doesn't directly address your request, but there are a few ways you can 'catch up'.
1. Read up on last night's tweets via the web by going to http://twitter.com/home (you'll need to be logged in) and clicking the [Older] button at the bottom of the page to back-read.
2. Subscribe to your "with_friends" Twitter RSS feed using an RSS Reader like Google Reader or Bloglines. The limitation here is that you won't see tweets from friends who have their profiles set to 'private.' The "with_friends" RSS feed is: http://twitter.com/statuses/friends_t... (replace "username" with your Twitter username).
3. [This is what I do] Add your IM account to your Twitter profile at http://twitter.com/devices then leave the IM client logged in overnight while you sleep. When you wake up in the morning, it's all there in your chat history and you can catch up easily.
While I love the idea that you're suggesting, I'm doubtful it will be implemented since there could literally be hundreds of tweets waiting to be delivered during the 'sleep' period of each Twitter user and it would be a nightmare to track the delivery status of each one (especially when a person can have hundreds if not thousands of followers). But, I don't represent Twitter, so who knows? They might like your idea too. 8-)
