Where did the block option go? (For users not presently following.)

In the past, one always had the option to block a Twitter user. Now I'm only seeing the option for people who are *presently* following. I would like to have the option for people who repeatedly follow and unfollow. I'd just like them to never be able to add me again, and/or to pre-emptively block known spammers and harassers.

Even if the web option to block remains unavailable, an alternative method (e.g. being able to send an SMS command 'block username' something to that effect; as far as I'm aware, no such SMS command exists) would be better than nothing.
