Where is the block user link

I like to block the spammers before they follow me. Before there use to be a block user link where I could block them. Now it's gone!

I just started a different thread about this - b/c when they moved the block link - it removed it from people not already following you.
Leaving nasty loophole.

Yes, this makes Twitter a much less friendly and safe place to be. I hope someone is paying attention to this issue.
