Inappropriate?You have quite a few options:
1. Twitter's native User Search
You'll find this at the top of your Twitter home page at http://twitter.com/home. Just enter the name of your town and click the [Search] button.
2. TwitterLocal
You can also try a third-party service called TwitterLocal (which I personally like quite a lot).
3. Terraminds User Search
Finally, there's the Terraminds Twitter Search, which gives you two options: "search in updates" or "search in users". If you click the "search in users" button, Terraminds will search through user profiles and ignore tweets.
