Why can I not access twitter with a desktop client or web?

I usually use tweetdeck to access twitter. A few days ago, I stopped getting updates from twitter, and I could no longer post. I tried accessing twitter from the web, but I time out every time I try to go to twitter.com. I cannot even go to the help page on twitter.

I can access twitter from a mobile client, though.

Any ideas?
