Why can't I send tweets from anywhere?!?!?!?!

Is anybody else having problems sending tweets tonight? I've tried using TweetDeck, Ubertwitter and the web, and I can't send anything.

Also, I can't find how to submit a problem to Twitter. To me, it's always hard to find, but I can't find it at all tonight!
