Why can't we transfer acccounts without the option to restore?

Another company just deleted a twitter account so we could take it over. The problem is, once I login with my new credentials that I set up for this account, it asks me if I want to restore the account. Is a straight forward transfer of this account possible? How do we go about doing this? Do we have to wait for the 6 months grace period?
