Why is a Twitter account not being displayed in feeds, searches?

Does anyone know why someone's account would not be coming up in Twitter Search (and thus not coming up in Hootsuite)? @CGS_DC has an account with recent posts, but Twitter Search isn't showing them. (They haven't protected their update either. That was my first guess too.)
