Why-o Why-o Why-o Did My Tweet Back Never Leave Ohio?

Why Don't my Tweet Backs show up on the timeline of the person I am replying to? Earlier replies did show up on their timeline, but lately they are not.... they are not bocking me.

Another side question is, will they even know that I am replying to them? Or will they continue through life wondering why I was so rude in not responding?
