Inappropriate?There's quite a few feeds posting to that account, and some of them at least appear to be working (based on some recent tweets in your timeline).
Do you which feed(s) aren't updating even though the feed sources contain new content? I'll then take a closer look at these particular feeds, as it's sometimes a combination of non-unique links, GUIDs, or publish date issues. -

Inappropriate?One issue I can see with http://www.spectrum.ieee.org/rss is that all the items share exactly the same pubDate. twitterfeed uses this to determine what's new, so won't post an item if it's not at least one second newer than a previously posted item. Do you have some control over the creation of feed, so the pubDates could be made "real" (or at least unique)? The alternative would be to use the "select by GUID" option, but this won't work in this case because the feed doesn't contain GUIDs - again, if you had some control over this feed, and were able to add GUIDS, then this would be another option.
I'm slightly puzzled by the other feed, which seems to look fine. On that one, I'll try and dig around a little more later when I get time. -
Inappropriate?there are several items that have posted since that Apr. 2 pub date (we're a monthly magazine so we put it all up on one date, but will try staggering feeds next month). But we also have a lot of online only content that posts every day or so.

In the feed at http://www.spectrum.ieee.org/rss, every single item has the pubDate entry of "Wed, 01 Apr 2009 00:00:00 EDT". As I said, the problem with this is if twitterfeed is set up to check by pubDate, it will only post one of the items, and not the rest. Once the feed contains an item with a newer publish date, it should be posted.
Re. the other feed you mention, it looks like that has posted now, so the issue may have been a delay caused by twitter API issues. The twitter APU has been struggling the last couple of days, with lots of errors returned when twitterfeed is trying to update users' status, so this added to delays with updating accounts.
