Why does it take so long to get info on why I paid for sponsorship and it didn't work??

I am not sure how long it takes to get a response but there's no ad on my page after paying for sponsorship. The whole deal is confusing. I like the concept but why is it so difficult to get an answer...is a refund due to me if this doesn't work? So bizzare
