You're likely reading too much in to this strategy and thinking it's harder than it really is.
All twitter strategy #92 is suggesting is that you stay alert to (and seek out) interesting stuff (news, tips, info, pictures, sites, tools, humor etc) that you feel would be of particular interest to the type followers you desire.
These type things are like "Twinkies" and you can feed them (share them) via Twitter posts out to your followers and potential followers. Your followers in turn may find your Twinkies interesting and share them further; increasing your exposure to more followers.
If you subscribe to things like Google news (using news searches of interest to you), topical RSS feeds you find, TweetBeep, Digg, StumbleUpon, etc; you'll have great stuff to pass along almost every day. You can also set-up TweetDeck to comb the Twittosphere every hour or so for interesting stuff based on keywords and phrases.
Once you find something, share it. If you want to notch-up your strategy a bit, consider sharing it with TwitterSplit (if possible).
