No Paper Bill, No Online Account, Can't Pay Bill

I never received my April or May paper bill. I have tried calling several times but have been on hold for more than 15 minutes every time. I have tried logging in, been sent several pins to create a new online account, but no luck. I just want a copy of my bill so I can see the charges and pay the bill.
