I cant upgrade to a PRO account ?

I got an beta account for the moment and i'm trying to upgrade to a ultimate prime prenium pro account but the after log in on the paypal page... it keep saying that the payment cant be deliver.... it said that it happen because i do not have to pay or i cant upgrade.

Can you help me here !? ;)
