Inept Specialists and Unauthorized Charges

I paid for this card with my brother for a gift for his wifes birthday, today. I tried to activate it myself but had issues. I myself, purchased 2 cards the previous fall to buy a computer, I had them canceled after I had used up the balance I put on them, with no balance owing. They are trying to say that I never canceled them and now have 2 balances owing. They say on one card, account # 4736901113621900 10/10, that I owe $9.90 for 2 months service fees, 2 months that should have been cancelled, and on another card, account # 4736901113552840 10/10, that I owe $45.95 for transactions rendered, when it is a PRE-PAID CARD! I should only have transactions on the card that I have authorized, and I never went over my account balance. It should have been impossible to do so. I am fighting these overages and filed both accounts unauthorized charges. All I want at this point, is to either authorize me to use my money on this card or give me an immediate return of funds on the card. The total is $200.00. I feel sickened by this whole situation and just want it to be fixed at this point. I did not agree to any overages on the account. I just want my money back on card with account# 4470912206421074 12/11, the activation code is, 48842121489051. Until these other matters concerning my outstanding balances is solved, by investigation from your department, my current card should not be affected. I expect a quick solution concerning my new card. Or I will be in contact with the Better Business Bureau.
