Can't update Windows Live account, e-mail support also down

I've been trying since 7/16/09 to update my registration information for the Windows Live ID account associated with e-mail address napobm43@hotmail.com. Much of the information listed in the registration information for this account is either missing or incorrect. However, every time I attempt to make changes to this information I get and error message that reads: "There's a temporary problem with the service. Please try again. If you continue to get this message, try again later." Considering that the e-mail support page states that "There are no know network issues at this time", I don't understand why I am getting this message every day when I’ve tried to update my registration information. Again, updating this information as soon as possible is VERY important to me. The Windows Live ID e-mail support page comes up with an error itself that states "Our support ticketing system is currently unavailable. Please try again later". Since I'm unable to find phone customer support, can't access e-mail customer support, and can't find any help on the Help site for Windows Live ID, I'm completely out of options for getting help on updating my registration information. PLEASE HELP!!

P.S. - Similar information does exist in the profile for my Hotmail account itself. I have not had a problem updating the information listed there. However, the Windows Live ID registration info will not update. Windows Live ID is the area I am requesting support for.
