I'm really new to WordPress; how long does a reasonably smart person take to learn it? And if I throw my hands up in frustration, who can help me design my Web Page? I'm a Life Coach and need to give my web page more WOW factor. How do I get advertisers to jv with me on my web page?

If you just want to learn how to update your WordPress site, you can learn how to post and edit content in a weekend. Learning to code and design WordPress-based sites takes a few months, so most users make use of free or paid themes or pay someone to design them a unique custom theme.
