Downloading a file that isn't fully uploaded

I would like to suggest this feature:
Sometimes I find a file that I want to download that isn't fully uploaded. How hard would it be to allow the user to start downloading what ever is available even though the full file isn't uploaded yet, and keep rechecking perodically. This would probably only be through the program interface, not file system integration.
