The watchability of a video depends on a few factors. How big is the file - if the encoding rate of the video file is very high, it will be more difficult to stream in real-time. Streaming YouTube videos is easy, but trying to stream a two-hour 1.4GB movie is more difficult. If your video player has a buffer feature you can set it high like 30 seconds to compensate. Slower starts, but usually there's enough buffer to compensate. If you skip around in movies, the stream may never be able to catch up as that requires another burst of buffer bandwidth to catch up. Now, all this is not an issue if you have fast download speeds, but USA with slow speeds like 200 KB/s could have problems.
