Is there some way to make it into a toolbar app or like put it in the top right of firefox, the search bar, put in the link, click go and it opens in a new tab landing on the newly truncated link?

Inappropriate?There's a bookmarklet which will do the same thing, just not in the exact same location as you describe.
In Firefox, if you have the Bookmarks Toolbar enabled, you can drag the bookmarklet to the Bookmarks Toolbar. Then, when you visit any site, just click on the new "URL.ie" bookmark and it'll truncate that URL for you. However it does that in the same page. (If you don't have the toolbar enabled, go to the "View" menu > "Toolbars" and tick/check the "Bookmarks toolbar" option.)
I'm looking at adding support for URL.ie to one of the existing Firefox plugins, but that'll be some time yet.
